Synopsis · tap to expand The California commercial team is real but thinly covered above account level, the Global Commercial Director seat has sat open six months, competitors are hiring at pay CCL Design cannot yet match, and the non-compete ban means access is not the constraint, speed and compensation are.

This report answers a market question rather than a shortlist one: who sits in CCL Design's California commercial team today, where the senior gap is, and what has to be true before a structured search can land. The starting point is that three commercial people are confirmed on the West Coast and account coverage is only partly mapped, so the immediate issue is the missing leadership layer above them.

The Global Commercial Director role has been vacant since January 2026, leaving West Coast P&L accountability and direct OEM relationship ownership structurally absent, and every other California hire operating without senior sponsorship until it is filled. Competitors including TE Connectivity, Molex and Henkel are actively hiring comparable roles at visible salary ranges up to $315k base, numbers every approach target can see on LinkedIn, so the compensation position needs resolving before any approach is made.

Access itself is not the barrier. California's absolute non-compete ban under SB 699 means no target candidate faces a legal restriction on moving, and the market is disrupted enough to be workable. The report names more than twenty California commercial professionals against that reality, and is explicit throughout about where coverage is confirmed and where it rests on inference rather than public record.

Four Key Findings

01
California commercial team, three confirmed people, account coverage partially mapped. Kate Biagini (GAD · Cisco Systems and Intel · 22 yrs · fmr Worldmark), Peter Rossi (GAD · SF Bay Area · July 2022 · fmr VP BD JNC America, Japanese specialty electronic chemicals), Alice Chang (Business Manager). Kate's account coverage is confirmed from her LinkedIn. Peter Rossi's specific CCL Design account portfolio is not publicly confirmed, his career background suggests Japanese OEM relationships but this has not been verified. CCL Design holds a confirmed Apple AMP seat; how that relationship is managed within the California commercial structure is not publicly verifiable from available sources.
02
The Global Commercial Director vacancy has been open for six months. Heather Cameron departed January 2026. Anthony Keaney (VP Sales, Michigan) provides the Americas oversight layer, but the California-based commercial leadership role, with West Coast P&L accountability and direct OEM relationship ownership, remains structurally absent. Every other CA commercial hire operates without senior sponsorship until this is filled.
03
Competitors are actively hiring, at visible salary ranges CCL Design cannot currently match. TE Connectivity is posting Director-level CA commercial roles at $275k–$315k base. Henkel posted a Sr KAM for Hyperscalers (Apple, NVIDIA, AWS, Cisco) at $130k–$165k on June 21, 2026. Every candidate CCL Design approaches will see these numbers on LinkedIn. The compensation gap must be resolved before any approach is made.
04
The talent market is more accessible than it appears. California's absolute non-compete ban means no target candidate has a legal barrier to joining. The market is disrupted, Boyd carved (Eaton, $9.5B), Rogers restructuring, Avery Dennison operating without a commercial operator at Materials Group leadership. Six displacement events in six months. The addressable talent pool is ~560–720 individuals across Tier 1 and Tier 2. The question is not availability, it is process speed and compensation.

Three Market Factors to Weigh Before Approaching Candidates

01, Compensation context
SB 642 requires any CA posting to disclose the full range publicly. TE Connectivity is posting Director-level CA commercial roles at $275k–$315k. Molex at $175k–$215k. Any candidate approached will have seen these numbers. The compensation benchmarks are in Section 06.
02, Market pace
VP and Director-level CA commercial candidates move from approach to committed in 4–8 weeks. The talent market in this sector moves faster than a typical corporate hiring process. Ryan Yost moved from Avery Dennison to a committed role at Amcor in three days.
03, Industry presence
SEMICON West 2026 (San Francisco, October 13–15) is where the commercial talent in this market is physically present alongside their employers. Henkel, TE Connectivity, and Molex all have presence. It is also the primary West Coast event for the semiconductor supply chain relationships that CCL Design's California team needs to sustain.

Three consecutive record years, growth requires commercial infrastructure.

CDN$7,664M FY2025 revenue. Two 2026 acquisitions: ALT Technologies (May 2026) and Sleever International ($151M, June 2026). The parent company is in acquisition mode. The California commercial organisation is not keeping pace with either the parent's trajectory or the opportunity in its own market.

Global Commercial Director, 6 months vacant.

Heather Cameron departed January 2026. The California team, Kate Biagini (Cisco Systems and Intel, 22 yrs), Peter Rossi (Bay Area GAD, July 2022), and Alice Chang (Business Manager), has confirmed account coverage for Cisco and Intel. CCL Design holds an Apple AMP seat; the commercial coverage structure for that relationship within the California team is not publicly verifiable. Anthony Keaney (VP Sales, Michigan) provides the Americas-level commercial oversight.

SD Assessment: CCL Design occupies a strategically critical position, confirmed Apple supply chain partner, three consecutive record years, differentiated Imprint Energy platform, electronics materials portfolio in the direct path of the AI hardware tailwind. The gap is not in the product. It is in the commercial organisation that represents it.

02 · Commercial ContextMarket Context

Four structural forces shaping CCL Design's West Coast opportunity in 2026. AI infrastructure demand, Apple's domestic supplier strategy, near-shoring complexity, and Imprint Energy's commercialisation window create a specific, time-bounded case for investment.

Each AI server rack integrates approximately 20,000 individual semiconductor dies consolidated into 4,500+ packaged chips, each requiring labels, functional materials for EMI shielding and thermal management, brand protection markings, and HMI components. CCL Design's direct product set is in the exact path of this demand cycle.

AI-related semiconductors were 33% of global chip revenue in 2025. Gartner projects 50%+ by 2029. Dell'Oro projects triple-digit full-year 2026 growth. Semiconductor lead times at 40 weeks (March 2026). Preferred supplier relationships are being locked in now.

The window is now.

CCL Design's California commercial structure, 3 confirmed FTEs against a peer benchmark of 8–25, cannot adequately interface with the engineering and procurement teams that are making preferred supplier decisions in real time. The opportunity cost of under-coverage is compounding.

Apple has committed $600 billion to US manufacturing over four years.

The AMP represents the supplier partnership layer. In March 2026, four new AMP partners were announced. CCL Design is an existing Apple-credentialed materials supplier with a confirmed seat, but a 2-person CA team cannot participate in Apple's strategic partnership programme.

06 · Role ArchitectureCalifornia Commercial Roles, Scope & Talent Source

Four roles define CCL Design's California commercial build-out over the next 18–24 months. Each is defined here with its scope, target profile, and the competitor companies whose commercial teams SD recommends approaching first.

Role 01

Global Commercial Director

CriticalCalifornia, Santa Clara or Bay Area preferred
Reports to
Anthony Keaney (VP Sales, Americas) and Patrick Thomas (GM NA). West Coast senior commercial leadership.
Scope
Full California P&L accountability. Apple, Cisco, Dell, HP relationship ownership. Imprint Energy commercialisation mandate. Team build-out of Roles 2–4.
Target Profile
Materials science or functional materials commercial background. 15+ years, including VP or Director P&L experience. Confirmed Apple or Cisco OEM account management at senior level. California-based or willing to relocate. Asia-Pacific supply chain experience preferred, engineering in Cupertino, procurement in California, manufacturing in China or Vietnam.

Role 04

Field Application Engineer (FAE)

HighCalifornia, near Cupertino (Apple) and San Jose (Cisco)
Reports to
Global Commercial Director (Role 01) or Global Account Director (Role 03).
Scope
Technical commercial support for design-in process at Apple, Cisco, Dell, and HP engineering teams. Materials science qualification support, sample and prototype coordination, specification support. Bridge between customer engineering and CCL Design R&D/manufacturing. Not a pure sales role, technical credibility is the primary qualification.
Target Profile
Materials science, chemistry, or electronics engineering background. 7–15 years in a technical commercial or FAE role at a specialty materials company. Direct experience supporting the qualification process at OEM tier-1 accounts, specifically Apple or Cisco. California-based, willing to be on-site with customer teams regularly. Semiconductor packaging, functional films, or thermal interface materials backgrounds transfer directly.
Primary talent source companies
Henkel (Principal AE layer: Prasad Ra., Efren Ji., Tony Li., California-based, OEM qualification cycle expertise; Frank So., Sr AE Semiconductor specialist; FAE Manager layer) · Molex (Abhinav Sh., FAE Manager, management experience is a differentiator; Paul Ul., Dhruv Ch.) · 3M EMSD (Lance Wa., Key Account Director; Peter Aiello, Sales Director Global KA, 22+ yrs EMSD) · TE Connectivity (Kevin Hsu, Thomas Ma., Wonchae Ch., CA-based FAEs)
Search sequencing: Role 01 (Global Commercial Director) must be commissioned first, it provides the mandate and team architecture for all subsequent hires. Role 03 (GAD Apple) is the highest commercial urgency given the Apple coverage gap, and can run concurrently. Roles 02 and 04 follow once senior leadership is in post.

Now confirmed as Division President, Global Flexible Packaging Solutions at Amcor (NYSE: AMCR), announced June 15, 2026, three days after his Avery Dennison departure. His movement into a division president role at a listed packaging company confirms his seniority benchmark. Avery Dennison has internally appointed Danny Allouche (fmr SVP & Chief Strategy and Corporate Development Officer) as Materials Group President, a corporate strategy and M&A background rather than field commercial. Successor to watch: Lisa B. (Global Account Director, Avery Dennison CA) is the most senior commercial profile remaining in the CA team.

Total package gap at GAD level, approximately $75k–$83k/year vs Bay Area competitor midpoint. At VP/Director Sales level (AI hyperscale focus), TE Connectivity is posting $275k–$315k base in California, the gap to CCL Design's estimated VP compensation of ~$200k–$260k is now confirmed at $75k–$115k base alone.

Including vehicle allowance differential (~$9k/year), 401k delta (~$3k/year on a $150k base), and benefits differential. Before any CA commercial posting, CCL Design should close or explicitly acknowledge this gap with a narrative offset.

SB 1162 (effective January 2023) and SB 642 (effective January 1, 2026): Every California job posting must disclose full compensation including stock, options, and profit sharing. Six-year statute of limitations for equal pay claims.

Any CCL Design CA job posting must publicly show the range. If below market, every candidate comparing postings will see it next to TE Connectivity ($165k–$209k) and Molex ($175k–$215k) simultaneously. There is no quiet route to market in California.

SB 464 Expansion, 2026 reporting cycle (due May 2027).

California employers must classify pay data using 23 SOC categories (up from 10 EEO-1). Greater regulatory exposure if commercial roles are inconsistently compensated by protected class. CCL Design should conduct a pay equity analysis before any CA commercial hiring programme.

SD Note: SB 642 requires any California commercial role posting to disclose the full compensation range including equity and profit sharing. The candidate community in this market actively compares postings, TE Connectivity at $275k–$315k and Molex at $175k–$215k are the visible reference points.

FAE and technical commercial, 30+ verified CA profiles across primary competitors

FAEs with materials science backgrounds are the hardest CA commercial profiles to find and the most strategically valuable for CCL Design's design-in selling model. Henkel deploys the largest CA FAE/AE team in the peer group, 3 Principal Application Engineers, 4 Senior Application Engineers, and multiple Application Engineers in California. The design-in cycle at Apple, Cisco, and Dell engineering teams requires a technically credible first contact before commercial conversations begin. CCL Design's current CA team has no confirmed FAE/AE equivalent.

Tier 2C, Test & Measurement: Keysight, VIAVI Solutions, Spirent, and Teradyne

T&M companies sell test equipment to the same Apple, Cisco, Dell, and HP engineering teams CCL Design's commercial hires need to serve. The commercial model, long qualification cycles, deep engineering relationships, Asia-Pacific coordination, is structurally identical. VIAVI Solutions (San Jose HQ) and Spirent Communications (Sunnyvale HQ) are California-headquartered, making their CA commercial teams particularly accessible and especially relevant for the technical commercial layer CCL Design currently lacks entirely.

09 · SD FindingsAssessment & Recommended Actions

Three actions are time-critical and must be actioned within the next two weeks. The broader commercial investment case reflects what CCL Design's scale and customer profile actually require in the California market.

2Immediate approach targets, windows closing
8–11 FTEs18–24 month CA build-out target

Actions 1 and 2 are not planning items, they are two-week execution items.

Ryan Y. has been available for 16 days. Frederic P. has been available for 6 months. Every week of delay materially reduces the probability of a successful approach.

Priority 01, Global Commercial Director
Commission structured search for a West Coast Global Commercial Director
Anthony Keaney holds VP Sales for the Americas from Michigan. The vacant role is the California-based Global Commercial Director, the West Coast commercial leader who manages the Apple, Dell, HP, and Cisco relationships that Kate Biagini cannot cover alone, and who owns the Imprint Energy commercialisation mandate. Ryan Yost's trajectory at Amcor establishes the seniority benchmark. His movement also creates a secondary opportunity: The vacancy remains critical. The action is now to commission a structured search targeting the next tier: Mike Wee (VP Datacom, Molex), Kam P. (VP BD, Molex), Elena D. (VP Sales, Henkel), Emmanuel D. (VP Global Sales, TE Connectivity), all verified California-based, all active. A secondary benefit: Avery Dennison has appointed a corporate strategy executive (Danny Allouche) as Ryan's replacement, signalling commercial leadership disruption at AVY that may dislodge senior CA commercial talent over the next 6–12 months.
SD Action: Commission full retained VP/GCD search immediately. Shortlist Molex VP (Mike Wee), Henkel VP (Elena D.), and TE Connectivity VP (Emmanuel D.) for first-round confidential approaches within 10 working days.
Priority 02, Apple Account Coverage
Commission GAD search, Todd S. and the Tier 1 priority list
Frederic Philippon (fmr Boyd Director, Global Key Accounts) has recently moved to Meta in a technical sourcing role. His move to the customer side is notable market intelligence, it confirms the depth of demand for OEM-facing commercial talent with thermal and engineered materials backgrounds. The most actionable immediate profile is Todd S. (currently on contract via Worldmark; former TE Director Apple and Molex Global Sales Manager Apple), between roles and with the most directly relevant Apple OEM background of any available profile. Secondary tier: Steven C. (Henkel Global KAM, CPU/GPU/SSD), Deepak R. (Molex Sr Director Optical), Arash M. (Molex Global Sales Director).
SD Action: Approach Todd S. this week with a specific Apple-focused GAD brief. Commission structured search for a second CA GAD with Tier 2A (MacDermid Alpha/Indium) commercial profile for the Imprint Energy mandate.
Priority 03, Imprint Energy Commercial Bridge
Imprint Energy, the California commercial opportunity without a dedicated commercial bridge
The California commercial team of Kate Biagini (Cisco/Intel), Peter Rossi (specialty electronic chemicals/Japanese OEM background), and Alice Chang covers a specific OEM segment. The Imprint Energy platform, zinc-polymer printed battery technology with European commercial validation, sits 40 miles from Apple's Cupertino campus and has no confirmed commercial bridge to CCL Design's California OEM base. The MacDermid Alpha and Indium Corporation commercial talent pools (Tier 2A, Section 08) represent the most transferable profiles for this type of technical commercialisation mandate, materials science backgrounds, dual OEM+EMS channel experience, and familiarity with the design-in qualification process at Apple and Cisco.
SD note: The Imprint Energy commercial opportunity is best positioned to candidates as a mandate to build something new, a differentiator from existing account management roles at Henkel or TE. Profiles from MacDermid Alpha and Indium Corporation carry the closest commercial model.

CA Commercial Headcount, Now vs 18-Month Target vs Peer Median

1. AI hardware tailwind is structural, not cyclical. +116% YoY Q1 2026. 56.3% CAGR through 2028. Apple, Dell, HP, and Cisco are qualifying preferred suppliers now. The opportunity cost of under-coverage is compounding daily.

2. Apple is building deeper domestic supplier relationships. The AMP represents Apple's explicit intent to know its domestic supply chain partners beyond transactional procurement. CCL Design has a confirmed seat, but a 2-person CA team cannot participate.

3. Imprint Energy is a commercially underexploited asset. $27M acquisition. 20–25% CAGR market. Technology validated with European commercial partnerships. No resource to exploit it with customers 15–40 miles from the Alameda R&D facility.

4. CCL Design's California commercial coverage is below the peer group benchmark. Henkel has 20+ confirmed CA commercial people (named-candidate research, June 2026). TE Connectivity and Molex have 15–25 estimated. CCL Design has three confirmed. The specific verifiable gaps are Cisco/Intel single-coverage (Kate Biagini), a West Coast senior commercial leadership vacancy, and no confirmed Imprint Energy commercial mandate within the existing team.

5. The talent market is more accessible than usual. Boyd carve, Rogers restructuring, Ryan Y. departure, Fralock PE exit signal, six displacement events in 6 months, Boyd carve, Rogers restructuring, Fralock PE exit signal, Avery Dennison leadership change, creating addressable movement across the California talent pool.

6. Pay transparency legislation has made delay costly. SB 642 means below-market CA job posting ranges are publicly visible against TE and Molex postings. The longer CCL Design delays a compensation adjustment, the harder hiring becomes.

SD Assessment: Against a peer group where Henkel has 20+ confirmed California commercial people and TE Connectivity has 15–25, CCL Design's three-person California team, covering Cisco, Intel, and specialty Japanese OEM accounts, represents a specific and significant gap against its OEM scale and customer profile. The AI hardware tailwind, the Apple AMP relationship, and the Imprint Energy platform all create commercial context that a larger California structure would be better positioned to capitalise on.

10 · Structural IntelligenceWhy California Commercial Hiring Has Been Hard, and How to Fix It

This section addresses CCL Design's specific CA hiring challenges directly. Three structural barriers explain most of the difficulty. Two of them are resolvable within the next search cycle. One, compensation, requires a board-level decision before any CA posting goes live.

ZeroLegal non-compete barriers for any CA approach
4–8 wksRealistic VP/Director move window
Non-competes in California

SB 699 + AB 1076 (Jan 2024). Every CCL Design approach target faces zero legal barrier to joining.

Ryan Yost departure-to-committed
3 days
Not an anomaly. VP-level CA commercial move windows are 4–8 weeks, not 3–6 months.
Penalty per non-compete threat
$10,000+
Civil penalty if any competitor even threatens to enforce a void CA non-compete. CCL Design's approaches are legally clean.

Structural Advantage: California's Non-Compete Ban

California Business and Professions Code §16600, reinforced by SB 699 and AB 1076 (effective January 1, 2024), makes all employment non-compete agreements void and unenforceable, regardless of where the agreement was signed or where the employee is based. AB 2288 (effective January 2024) imposes civil penalties of at least $10,000 per violation if an employer even threatens to enforce a void non-compete.

In practice: any Steven C. at Henkel, any Deepak R. at Molex, any Bob T. at TE Connectivity, every named candidate in this report, faces zero legal barrier to joining CCL Design. The same is not true if CCL Design tried to recruit from California into a role in Texas, Ohio, or South Carolina, where their employer's non-compete may be enforceable. CCL Design is recruiting in the most candidate-friendly jurisdiction in the United States and should be using that fact explicitly in every approach conversation. With Anthony Keaney in post as Americas VP Sales, incoming candidates have a clear senior reporting line, this is a genuine EVP improvement over the "no senior leadership" narrative that has likely complicated previous searches.

All CCL Design approaches are legally clean, no non-compete exposure

Speed-to-Hire: The Gap Between Process and Market

Ryan Yost was committed to Amcor within 3 days of leaving Avery Dennison. Frederic Philippon was committed to Meta before his Boyd departure was formally registered. These are not outliers, they reflect standard behaviour for VP and Director-level commercial candidates in the California electronics materials market who have been pre-positioned and who receive multiple simultaneous approaches.

The realistic move window for a VP-level CA commercial hire is 4–8 weeks from departure to offer acceptance. A process that involves three internal approval stages, compensation benchmarking, and two rounds of executive interviews cannot compete in this market. Solutions Driven's recommendation: decide the role, budget, and compensation framework before the search begins, not during it.

RSU Vesting Timing, The Correct Approach Window

RSU (Restricted Stock Unit) vesting is the most underappreciated structural barrier in CA electronics materials commercial hiring. A candidate with $80k–$200k in unvested equity at TE Connectivity or Avery Dennison will not move unless the total offer compensates the forfeiture or approaches them immediately after a vest event. Standard 4-year RSU schedules vest 25% annually.

CompetitorFiscal Year EndTypical Annual RSU CliffOptimal Approach Window
TE ConnectivitySeptember 30February / MarchMarch – May
Avery DennisonDecember 31February / MarchMarch – May
HenkelDecember 31February / MarchMarch – May
Molex (Koch, private)December 31Annual bonus tied to calendar yearFebruary – March
CoherentJune 30August / SeptemberSeptember – November
Rogers CorporationDecember 31MarchMarch – May

RSU buyout or approach timing, one of these must be addressed

CCL Design must either (a) offer RSU buyout provisions to cover unvested equity at the time of joining, or (b) discipline its search calendar to approach primary targets in March–May when annual vest events have just cleared. A mid-year approach to a TE or Avery candidate who vested in February and received a new grant in March faces a 2-year golden handcuff. The same candidate approached in April of that same year, before the new grant materialises, faces no golden handcuff at all.

Industry Conference Presence, CCL Design's Visibility Gap

Where the talent market CCL Design needs to hire from is physically present

The commercial talent at the VP, GAD, and BDD level that CCL Design needs to hire attends these events. Competitors use them for relationship-building and informal sourcing. CCL Design's absence from the exhibit floor is a compounding disadvantage, it limits both outbound sourcing intelligence and inbound candidate awareness of CCL Design as a commercial operator of scale.
